Tamil Nadu Pollution Control Board Rules:
The department is a statutory regulatory body that enforces various environmental laws, rules and regulations. Following are the major environmental laws and regulations implemented by the Tamil Nadu Pollution Control Board.
1. Water (Prevention and Control of Pollution) Act, 1974 as amended in 1988.
2. The Air (Prevention and Control of Pollution) Act, 1981 as amended in 1987.
3. The Environment (Protection) Act, 1986 and the rules made there under are as follows:

Activities:

The main functions of the Tamil Nadu Pollution Control Board under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 are as follows:
Subject to the above Acts/Rules as far as the District Environment Engineer Offices are concerned.

1. Issue of Consents.
2. Collection of Consent Fees, Sewage and trade effluent analysis Charges and Air Quality analysis Charges from Industries.
3. Issuance of Consents and issuance of registration certificates.
4. Undertaking inspections as to whether the factory is operating in compliance with pollution prevention Acts/Rules.
5. Collection and analysis of sewage/trade effluent samples from industries/local bodies.
6. Monitoring of Hazardous Waste Management.
7. Monitoring of Bio Medical Waste Management.
8. Investigating complaints and redressal of environmental issues and creating environmental awareness.
9. Responding to requests received under the Right to Information Act.

Air pollution control

All the Large and medium industries are functioning by installing suitable air pollution control devices and chimneys at the required height. Emissions from these factories are analyzed by the Tamil Nadu Pollution Control Board laboratory and monitored to check if they fall within the Board’s standards. Also, continuous air monitoring device has been installed in the stacks of all large and medium industries and is connected and monitored through the continuous monitoring station located at the Corporate office of the Board. When the quality of the gases emitted from these factories exceeds the index level, automatic sound transmission relief operation is being carried out. Also an automatic sounding alarm bell is attached to all factories.

Water pollution control

All the industries that discharge Sewage/trade effluents have installed Sewage/Effluent treatment plants within their premises. Treated Sewage/trade effluent samples are collected periodically by the engineers of this authority and analyzed at the Board’s analytical laboratory to check compliance with effluent standards and are continuously monitored. Treated sewage/trade effluent is used for growing trees within the industry premises. All industries have been advised to plant trees in 25-33 percent of the total area of the industry.

Air and water quality monitoring:

• Information obtained from the continuous air quality monitoring station has been forwarded to the Tamil Nadu Pollution Control Board Head Office, Chennai and also to the Central Pollution Control Board. A continuous air quality monitoring station is currently functioning in the District Office building.
• Through National Air Quality Monitoring Centers, air quality measurements in metropolitan cities are monitored to ensure that the quality of pollutant gases (sulphur dioxide, nitrous oxide, carbon-dioxide) mixed in the air does not exceed the prescribed levels.
• River water samples are collected monthly and sent to the Advanced Environmental Laboratory (Salem) to ensure that the level of chemicals in the water body is within the prescribed range.
• Air quality monitoring devices are installed in chimneys installed in industries that cause high levels of air pollution and are continuously monitored by the Air Quality Monitoring Center at Chennai, head office of Tamil Nadu Pollution Control Board.
• Also 24 X 7 hours air quality measurements are also installed in the city center to monitor the air quality through continuous air monitoring.
• Equipment for monitoring the quality levels of treated waste water has been installed in industries causing high levels of water pollution and these are continuously monitored by the Water Quality Monitoring Center at Tamil Nadu Pollution Control Board Head Office, Chennai.
