SC (Out of School Children)

Out of School Children Survey

  • Long absent list (Potential dropout) were taken from all the Primary, High and Higher secondary schools.
  • Out of school children identified through to survey in the month of April & May every year.
  • Identified dropout students are enrolled in Non-residential special training centers in 15 blocks.
  • Identified dropout students of orphan/semi orphan children are enrolled in Residential Special Training centers (RSTC) in Manaiyerpatti Budalur.
  • Education volunteers appointed in NRSTC & RSTC Centers.
  • Grama Sabha meeting will be conducted in all panchayat to create awareness and take resolution regarding dropouts.
  • Special survey will be conducted to identified the out of school children during October and January to identify Migrants from other district.
  • Training were given to all NRSTC & RSTC Education volunteers.
  • Enrolled RSTC &NRSTC students were mainstreamed in regular schools in the month of March every year.
  1. Girls Education (Self Defense Training)
  • Self defense training given to selected 2000 students in Government & Government Aided schools in classes from 6th to 8th std.
  • Trainer, Guider karate master selected SMC Members
  • self defense training programme given for 5 months from (September to January) Every year two classes per week any 1.1/2 Hours per class

QUALITY

Partnership programme

  • There are 22 Schools for 6 visit under partnership between Schools. from each School 20 children selected Rs.250/- spent per child for each visit and the contingency and documentation expenses Rs.500/- per school, Total fund released Rs.528000/- for 2016-17 and Rs.6,71,000/- for the year 2017-18.

Innovative Education

  • Different types of methods are used to increase the teaching ability and enrich the learning outcomes. Field visit is the finest method among all, to give a direct feel in the particular topic. It gives a better result from the side of learners and teachers. Based on this, we plan a field trip related to subject based which is situated in and around Thanjavur.
  • Beneficiaries of this field trip should not contain a stipulated group, instead a mixed varieties such as schedule caste, schedule tribe, minority children, urban deprived and girls children. 2000 children were selected totally and 200 Teachers were selected, in the pattern of fixed a teacher per 10 children. Planetorium at Trichy and Palace at Thanjavur are the spots for field trips which can give a better understanding in their scientific aptitude.

SCHOOL MANAGMENT COMMITTEE

INTRODUCTION

Through Tamilnadu SSA Scheme and as per G.O NO 123 and 126 School Management Committee has formed in all type of Govt and Govt aided Schools.

School Management Committee act as a bridge between the school and the society. The committee shares powers to all sections of people such as parents teachers, elected numbers, NGOs and self help group members.

The committee has freedom to make resolutions about the development of school infrastructure, quality educations, protection of girl children and ensures free government schemes.

Role (Add)
    1. To identify CWSN children in their premises and putting admission in nearby school. They ensure of getting scholarships.
  • They also monitor RTE-25% free admission in private schools for weaker section children
Functions:
  • To supervise the existing noon meal scheme in all govt and govt aided schools.
  • To identify drop out children and ensure their admission in appropriate class as per their age.

Monthly Meeting:

At the end of every month school management committee was conducted on the head of SMC provident, SMC secretary (HM) end educational official, such as BRTE, Supervisor, DC in each and every govt and govt aided schools. During the meeting they discuss about,

  • Students improvement in academic side
  • using resources such as the usage of library books kit box, science kit box and other materials.
  • Handling of school grants and maintenance grants. And also make the framework of using other funds.
  • Infrastructure Develop in school
  • Resolution which was taken in last meeting and also the need of new resolution
  • Preparing School Development plan and executed .

CIVIL WORKS

Education Development helps the students to have holistic development our school infrastructure is child oriented with in various concept inside the class room . in our Govt school various infrastructure developed by Tamilnadu SSA Scheme . As per State Project director guides survey the Government schools Regarding infrastructure and find the need full schools.

CAL Centers

COMPUTER AIDED LEARNING

Technology Plus vital role in our classroom. schools are provide with smart class and CAL Center our Tamilnadu Government has introduce computer aided Learning center in the middle school through Tamilnadu SSA Scheme .and provided Computers, LCD Projectors , with speakers .in this multimedia centre helps to student to learn basic knowledge of computers and basic computer operation through this the windows are opened to use of technology inside the class room children are exposed to computer aided learning , E-Learning this tremendous change makes. the student to learn their subject clearly .Subjects CD’s are used to student s in the class rooms for their better understating of subjects in our Thanjavur district 696 computers have provided to schools and training CAL Center in middle Schools.

    7. School grant for primary school is Rs.5000/- School Grant for Upper primary School is Rs.7000/- this amount is spent on the strength of resolution of SMC proper utilization of this grant is supervised By BRTE’s Block Supervisor and SSA officials.

MAINTENANCE GRANT

Maintenance Grant is also provided to government- Primary, Middle , High and Hr.Sec Schools it is provided only for the govt. Schools Based on the Guidelines given by ssa this grant is utilized by the SMC

This should be Utilized for – Repairing water and toilet, pipe connection purchasing the items needed for monitoring and repairing furniture, windows and doors , white washing

COMPETITION FOR SCHOOL CHILDREN

To create awareness among school children competitions were conducted in all government and aided schools cash prizes are awarded to winners at Block Level and District Level

WALL PAINTING

To Create Awareness on RTE Among children Teachers and public wall paintings are drawn in government – Primary and upper Primary Schools 16 portraits used draw in the wall in educates phonetics to the children it helps the students how to pronounce the word.

SCHOOL ANNUAL DAY

It is essential for children to get total developments and skills in various scholastic and co scholastic , physical education yoga , life skill, attitude .etc… during their school years they should be given a chance to exhibit their talent to all in an public event Hence annual day are performed in all schools with the co-operation of community

PART TIME INSTRUCTORS

As per the student strength part time teachers post were sanctioned in upper primary schools ART , Physical Education, Work Education subjects in upper primary Schools having Strength more than 100 in 6,7,8,classes new monthly salary is Rs.7700/-

TRAINING

  • In Service Training for the primary and upper Primary teachers those who handle 8 Standard adjoining with SCERT and SSA
  • Content enhancement training through SABL reinforcement training (14) ALM reinforcement training (6,8) Discussion on children achievement Learning Out Comes and Art of Questioning Training provided for 4196 primary teachers and 3108 upper primary teachers
  • Leadership Training for HM’s was given to 250 Head masters for five Days
  • This Training Programmes which were held on the academic year 2017-18 would be given by the KRP’s who attend the KRP Training in the District Level corresponding with it is continued in the block and cluster level
  • In addition with that training modules are distributed to the teachers printed by the SPO
  • SABL and SALM methodology are followed by the Government and Government aided Schools
  • SABL ends with the academic year 2017-18
  • New Pedagogy for 1-3 standard and SALM for 4-5 standards are going to be implemented in the academic year 2018-19
  • Pilot study for the new pedagogy is goin on in 30 schools each 2 schools form each block
  • ALM Method is going to be followed in the Govt and Govt Aided Schools without change

UDISE:

    • The objective of UDISE is to create and update the school database every year for Educational Planning to use as monitoring tool for improving the performance of the schools.
    • All recognized schools including special schools under all type of management, KGBV, Primary and Upper Primary schools and unrecognized schools in all the districts in the State.

• It is decided to collect data from the Primary and Upper Primary Schools by SSA Officials and for the High Schools and Higher Secondary Schools (Including Primary and Upper Primary sections), the details have to be collected by RMSA officials

• District level, block level, cluster level and school level reports can be generated as pre defined reports by using the software.

The Addl. CEOs are informed to ensure data quality and submit the district data file in CD with reports to SPO.

Access:

Ensuring cent percent schooling access to all school age children in the age group of 6 to 14 as envisaged in Tamil Nadu Right of children to free and Compulsory Education Rules, 2011 is one of the main objectives of SSA Mission. To ensure the status of Schooling Access in all the habitations in the State, both at primary and upper primary levels a scientific tool- GIS Mapping has been developed based on the norms provided in the Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011.

The State government has notified the Children Right of Free and Compulsory Education Rules vide G.O(Ms) No.173, School Education (C2) Department dated 08.11.2011. State’s definition on neighbourhood schools is presented below.

  1. The area or limits of neighbourhood within which a school shall be established by the State Government is,
    • a distance of one kilometer in respect of children in classes I to V,
    • a distance of three kilometers in respect of children in classes VI to VIII.
    • a distance of five kilometers in respect of children in classes VI to x
    • a distance of five kilometers in respect of children in classes VI to XII

    Provided that where it is not possible to establish within such area or limits, the State Government or the local authority shall make adequate arrangements, such as free transportation and residential facilities, for providing elementary education to the children in that area.

    Provided further that in places with high population density, the State Government shall establish more than one school having regard to the number of children in the age group of 6-14 years in such as places based on census conducted by Sarva Shiksha abhiyan or the local authority.

  2. Wherever required, the State Government or the local authority shall upgrade existing schools with classes I to V to include classes from VI to VIII.
  3. In places with difficult terrain, risk of landslides, floods or lack of proper roads and approach from their homes to the school, the State Government or the local authority shall locate the school in such manner as to avoid such dangers, by reducing the area or limits specified above.
  4. For children from small hamlets, as identified by the State Government or local authority where no schools exists within area or limits of neighbourhood specified above the State Government or local authority shall make adequate arrangement such as free transportation and residential facilities for providing elementary education in a school, in relaxation of the area or limits specified above.
  5. The basis of the identification of the neighbourhood school shall be the School Mapping carried out by the State Government or the local authority.
  6. In respect of children with disability, which prevents them from accessing the school the State Government or the local authority shall make appropriate and safe transportation arrangements to enable them to attend school and complete elementary education.
  7. The State Government or the local authority shall ensure that access of children to the school is not hindered on account of social and cultural factors.

a Comprehensive School Mapping Exercise was undertaken under SSA to arrive at clear picture of current availability of schools within defined area or limits of neighbourhood, where new schools need to be opened as envisaged in Tamilnadu RTE Rules,2011 in the unserved habitations only. This has been done in all the districts in coordination with all the Addl.CEOS, DEEOS, AEEOs, Supervisors, BRTES, Headmasters, Teachers and SMCs following the timeline given below.

In this regard, 2 specific formats have been designed to capture community-wise and Grender-wise habitation level details at primary and upper primary levels such as total population, School age children(6-14), School going children(6-14), Out-of-school children(6-14), Children with Special Needs(CWSN), names of neighbourhood schools at primary and upper primary levels, UDISE codes of the said schools, its distance from the habitation, number of children enrolled in Government Schools/Private Aided Schools/Private Unaided Schools from the habitation, number of children provided with special training/KGBV schools/Residential Schooling facilities, present status of schooling access and strategies required for children in un-served habitations to have access to school. The outcome obtained through this exercise helps us to Plan and devise suitable strategies for children in un-served habitations to have safe access to school in the context of Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011.

Habitations in the district 2017-18:

In Tamil Nadu, Web-centric GIS Mapping was developed in 2015-16. During this exercise, the names and codes of habitations maintained in GIS database were standardised. In this connection, a list of habitations notified by the Directorate of Rural Development and Panchayat Raj were obtained from the said department and linked into GIS database. Hence there is no change in the standardised habitations in 2017-18.

Accordingly, the number of notified rural habitations in the District is 2260 in 2017-18. The total number of urban habitations in the District is 465 which comprise 21 town panchayats with 336 wards, 2 Municipalities with 78 wards and 1Corporations with 51 wards. Thus, totally 2275 habitations are there in the District
