DEPARTMENT PROFILE

Thanjavur Market Committee was established in 1963 which is working under the control of Department of Agricultural Marketing and Agri Business.  There are 13 Regulated Markets in Thanjavur District. The main objective is to provide better price through fair trade.
In order to protect the Agriculturists to get better price for their Agricultural produce, the Madras Commercial Crops Markets Act,1933 was enacted by the then Province of Madras. The said Act was the result of a long exploratory investigation by experts in the field, conceived and enacted to regulate the buying and selling of commercial crops by providing suitable and Regulated Market by eliminating middlemen.

In the light of the experience gained in enforcing the said Act, several drawbacks have been noticed in the working of the said Act including in the composition and constitution of market committees. Hence, the said Act was repealed and re-enacted as the Tamil Nadu Agricultural Produce Marketing Act, 1959 (Tamil Nadu Act 23 1959). Subsequently, the Government enacted the present Tamil Nadu Agricultural Produce Marketing (Regulation) Act, 1987 (Tamil Nadu Act 27of1989), repealing the earlier act. The said Act came into force on the 1st day of February 1991.
Under this act 27 Market committees are functioning among this Thanjavur  Market committee is functioning since from 1963 with the jurisdiction of Thanjavur Districts with 13 Regulated Markets.

Arrival’s Activities

  • Conducting  Campaigns to bring more arrivals inside the Market
  • Integration with FPOs for Providing Godown space and sale platform
  • Extending pledge loan to farmers to mitigate distress sale.

Schemes
1. Pledge Loan
We are facilitating farmers for providing pledge loan upto Rs.3 lakhs with 5% rate of interest.  Farmers can store their produces for 180 days  in the storage godowns of Regulated Markets.
We are facilitating traders for providing pledge loan upto Rs.2 lakhs with 9% rate of interest.  Traders can store their produces for 180 days    in the storage godowns of Regulated Markets.

2. Price Support Scheme
The State Agricultural Marketing Board at Chennai is notified as the State Level Supporter (SLS) with a corpus fund allotted by the State Government. Market Committees is notified as Primary Procurement Agencies and Regulated Market is notified as Primary Procurement Centers for procuring Green Gram and Copra at minimum support price.
Once the  Procurement completed the farmers will get online payment from the State Level Supporter out  of the Corpus fund maintained for Price Support Scheme. The Procured produce will be stocked in the godowns of Central Warehousing Corporation or State Warehousing Corporation.
National Agricultural Co operative Marketing Federation of India  (NAFED) will reimburse to The State Level Supporter, the payment made to the farmers, on receipt of Warehouse Receipt (WHR) Handing charges like gunny bags, loading and unloading, cleaning and grading, transportation etc. will be reimbursed  by NAFED.

Storage Facilities
For Storing Agriculture produce to get more price both farmers and traders can store their produce at the Godowns of Regulated Markets on Rental basis. The Rental tariffs are:

For Farmers Rs.0.10 / Quintal / Day
For Traders Rs.0.20 / Quintal / Day

WDRA Details
The mission of Warehousing Development and Regulatory Authority (WDRA) is to regulate and ensure implementation of the provisions of the Warehousing (Development and Regulation) Act, 2007 for the development and regulation of warehouses, Regulations of Negotiability of Warehouse Receipts and promote orderly growth of the warehousing business.
In Thanajvur Market Committee, 12 godowns with the capacity of 30000 MT have been registered in Warehousing Development Regulatory Authority. Farmers and Traders can also avail pledge loan through this scheme.

e-NAM  (Electronic National Agriculture Market)
There are 6 No’s of e-NAM Regulated Markets working under the control of Thanjavur Market Committee in Thanjavur District.
e-Nam is an electronic trading portal,  to be managed centrally by a lead implementing agency
It is for to create unified national market for agricultural commodities
e-NAM is a virtual market but it has a physical market at the backend.
while one time registration of farmers/sellers, lot details at the entry gate, weighment, quality assaying, auction/trade transaction, payment by buyers to sellers and other agencies involved in the chain of transaction will take place online on e-NAM, actual material flow will have physically through the market. Entire arrivals of agricultural commodities selected for trading on e-NAM will be traded online only.
It was implemented in November 2022 in Thanjavur district. There are 6 e-NAM Regulated Markets.
