Welfare Programmes:
The Government of Tamil Nadu implements several welfare Programmes for the socio-economic and educational development of the Adi Dravidars and Tribals in the State. The objectives of these programmes is to facilitate faster socio-economic and educational development of the Adi Dravidars/Tribals so as to end their social seclusion and economic deprivation and also to speed up the process of integrating them with the national main stream. All the 20 sectoral departments constituting of 38 HODs for SCs and 35 HODs for STs, earmark specific allocations for the benefit of the Adi Dravidars/Tribals from their regular planned programmes allocations.
The Majority of the Adi Dravidar and Scheduled Tribes Population are economically backward and socially marginalized. Most of them lack resources and access to Education, Employment and other Income earning opportunities.

Educational Scholarship
Adi Dravidar and Tribal Welfare Department is implementing various educational scholarship schemes from 1st Std to P.G & Ph.D degree with the prime objective of providing quality education to Socially and Economically backward communities such as Adi Dravidar, Scheduled Tribes and Adi Dravidar converts to Christianity to ensure socio-economic educational development, social dignity and self sustainability.
Some schemes are implemented without insisting caste and income ceiling of the target beneficiaries/students. Many schemes are implemented with the objective of uplifting the poorest by taking into account of the target beneficiaries community, income and category of the institutions (Government/Government aided/private) in which the students are pursuing their education etc.,

Post Matric Scholarship Scheme
This educational assistance is being provided to enable students studying above class 10, to continue their education without financial constraints and to increase the Gross Enrolment Ration(GER) of Adi Dravidar students in higher education. The expenditure incurred for the implementation of this scheme is shared by the Union and State Governments in the ratio is 60:40.
To avail scholarship under this scheme the annual income of the parent/guardian should not exceed Rs.2..50 lakh. For Adi Dravidar students studying in recognized courses above class 10 in recognized educational institutions in Tamil Nadu, educational fees and academic allowances are credited to the students bank accounts by the Government as scholarship. |

Government of India Pre-Matric Scholarship for SC and others : The Schemes namely Pre-matric scholarship for students studying in IX and X standard and Pre-Matric scholarship for children of those parents engaged in unclean occupation and occupation involving cleaning and prone to health hazards are merged together and implemented as a single scheme from the year 2022-2023. This scheme will have two components as below: Component – 1 : Pre-Matric scholarship for SC students studying in IX-X standard Component – 2: Pre-Matric scholarship for the children of parents / guardians engaged in unclean and hazardous occupation.

5.4 | Overseas Scholarship
In Order to encourage Adi Dravidar, Scheduled Tribes, Christian Adi Dravidar students to pursue postgraduate and doctoral research studies in educational institutions abroad, the schemes is implemented. To avail scholarship under this scheme, the annual income limit of the parent / Guardian should not exceed Rs.8.00 lakh . 10 students are selected and given scholarship upto Rs.36.00 lakh per annum depending on the country and course of study. The Scholarship is awarded to students who are admitted to the top 1000 institutions ranked by Quacquarelli Symonds (QS) in the Global Ranking of Institutions. Further, only one person from a family can avail scholarship under this scheme. Moreover, students are given coaching through TAHDCO, for clearing the qualifying exams such as TOEFL / IELTS / GRE / GMAT a prerequisite for getting admission in most of the educational institutions aboard. |

6. Special Incentive Scheme For Girls Students
To reduce the dropouts and to increase enrolment of the Adi Dravidar and Scheduled Tribe girl students in Government / Government aided schools and to help them to continue their studies for III to V and VI standard incentives are provided. Further from 2013-2014 academic year onwards, the schemes has been extended to the girl students studying in VII & VIII Standard.

7. Provision of basic amenities
Free house site pattas are issued to the poor houseless Adi Dravidar families, Supply of protected drinking water is one of the schemes of priority among provision of basic amenities. Under infrastructure development, wells
Bore wells are being provided. Further, Government is allocating funds for providing burial grounds and pathways to burial grounds. To cater to the need for conducting weddings, Social gatherings, meetings etc., Community halls are also constructed.

8. Pradhan Mantri – Anusuchit Jati Abhyuday Yojana (PM – AJAY)
From the year 2021-2022, Pradhan Mantri – Anusuchit Jati Abhyuday Yojana (PM-AJAY) has been introduced by Government of India by merging three existing schemes viz., Pradhan Mantrai Adharsh Gram Yojana (PMAGY), Special Central Assistance to Scheduled Casted Sub Plan (SCA to SCSP) and Babu Jagjivan Ram Chhatrawas Yojana (BJRCY).
(A)Pradhan Mantrai Adharsh Yojana – (PMAGY),
Objective of the Scheme
The main Objective of this scheme is to ensure integrated development of the selected villages with more than 40 % of Scheduled caste population so Funds are allocated by the Government of India so that there is adequate infrastructure and improvement is socio – economic indicators as part of various sectors / Domains. These domains include Drinking water and Sanitation, Education, Health and Nutrition, Social Security, Rural Roads and Housing, Electricity and Clean Fuel, Agricultural Practices, Financial inclusion, Digitization, Livelihood and Skill Development. The Scheme is implemented by the Rural development and Panchayat raj Development.
- Eligibility –The Scheme is implemented in villages who were living more than 40 % of Adi Dravidar.
- Accessible Officers – District Adi Dravidar and Tribal Welfare Officer, Project Director, Rural Development Agency.
(B) Special Central Assistance to Scheduled Castes SubPlan (SCA to SCSP)
Objective:
The Government Of India is providing Special Central Assistance, as a supplementary grant to the Scheduled Castes Sub Plan of the State to enhance infrastructure facilities, facilitate income generating schemes, encourage economic development and provide skill development schemes and also to enhance b the productivity and income of the Scheduled Caste families.
(C) Babu Jagjivan Ram Chhatrawas Yojana Scheme (BJRCY)
The Ministry of Social Justice and Empowerment is allocating funds for the contruction of a new Hostel building at Adi dravidar Welfare Department under the Babu Jagjivan Ram Chhatrawas Yojana Scheme (BJRCY). The Project is being implemented with 100 per cent contribution for the construction of Girls hostel buildings and 50 per cent contribution for the construction of Boys hostel buildings.
New buildings have been constructed for 208 hostels under this scheme from 2003-2004 to 2021-2022. Now the works are under progress in 13 Hostel Building for the years 2019-2020, 2021-2022, out of with works are completed in to hostel.

9.Removal of Untouchability
This Department is taking various steps to abolish Untouchability and to prevent activities against Adi dravidar and Scheduled Tribes. For this protection of civil Rights Act 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act 1989 and rules have been enacted by the Government of India and implemented by the State Government effectively, now the Scheduled Castes and Scheduled Tribes (POA) Act 1989 and the Scheduled Castes and Scheduled Tribes (POA) rules 1995 have been amended by the Government of India after getting concurrence from the State Government as Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) (Amendments) Act 2015 and Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment Rules 2016-2018 . The above said Act and Rules have been notified in the Gazette of India (Extraordinary) and came into force on 01.01.2016, 14.04.2016 and 27.06.2018 respectively.
A sum of Rs.10 lakh is given to one village in each district (except Chennai) where untouchability is not practiced in any form and the people live in harmony.

For Death / Murder, the following additional relief to be given: (1) Basic pension to the widow or other dependents of deceased persons belonging to SC or ST amounting to Rs.5000 per month as applicable to a Government Servant with admissible D.A. (2) Employment to one of the family members of the deceased. (3) Provision of agricultural land and house, etc., (4) Full cost of the education up to graduation level and maintenance of the children of the victims. Children may be admitted to Ashram schools or residential schools,fully funded by the Government. (5) Provision of utensils,rice, wheat, dals, pulses etc., for a period of three months. |
